I sure looks like one. It needs some cleaning. (and maybe, just maybe, some surgery...
)
A good scrubbing with with something like CIF or Comet (the stuff you use for cleaning the bottom cooking pans), is a good start.
After that, a prolonged slurry rubbing with a slurry stone. At that point you can decide if it needs lapping.
From here, it looks reasonable flat. (Flat enough)
