Scales are pressed horn.

I started with the knife without tape,
but it didn't work.
In the end, three layers of tape were necessary.
The first shave with it was very very good, sharp and very smooth.

The Edge looks good, congratulation, I have had troubles getting these old razors shaveready in the past.
