Nice little hoe-type razor in tin drawer-type case. Age has made the brandname guesswork, but I found it in Renzo Jardella's Safety Razor Tins book.
Mine came with a pair of rusty Herder blades, in a very pretty tin of their own.

Your device appears to be a very early variant. The razor has no Ernst Scharff logo ES and no DRGM number stamped on it. In addition, your inner tin is split in two, which is different with later variations, where the inner can is only one piece. It's a shame that the outer can is not in such good condition. There should be an Ernst Scharff logo on the blade and also a DRGM number. It is also noteworthy that Scharff calls this device a safety straight razor. I only know of three devices.
