Unknown razor wrom B&B

On the B&B, one user posted a very unusual razor for identification.

Perhaps one of the local gurus knows what it is. I'm guessing it's a European razor from the 1920s.
I can't understand the technical idea - why make the lower part of the handle removable? What for?

Only reason I can think of is that it fits in the case.

That's a strange idea. Why not just make a short handle then? Otherwise, it's necessary to complicate production with an insert and a lock just for the sake of 1 centimeter.

Maybe there was an alumnstick in the handle.

This is a good assumption and it seems logical and understandable.
