There is no real price for anything, including razors. If you paid €15, and you think it's a good price, it's a good price. The rest is up to you. Should you be seeking an appraisal, I think you're in the wrong place. Put it on eBay and see what it fetches.
As for the maker's mark, a soft lead pencil will usually do the trick if you put a piece of parchment on the tang and rub. And, no, those are not Cyrillic letters, that's Beaujeu Dumontel.
